Causes and Process
The Southeast witnessed massive Hispanic population growth over the past twenty years. The demographic change encountered resistance. The traditionally conservative region grew wary as the Hispanic population increased. The question of the legality of the new population came to the forefront.
Enforcement efforts developed. Counties partnered with the Department of Homeland Security through a 287(g) Memorandum of Agreement to check the status of all people brought into the jail. As a result, thousands of undocumented immigrants entered the labyrinth of immigration detention and trials. For most, the process ends with a return to their home country.
